Il y eut sous le règne de Claude une politique d'attribution généreuse du droit de cité romaine aux plus grands champions de son époque, qui étaient aussi les dirigeants des guildes des artistes et des athlètes. Cette politique, sans précédent et sans suite avant la fondation des Kapetôlia de Rome, s'inscrit dans la volonté d'intégration menée par Claude à l'égard des élites grecques. Deux athlètes actifs bien avant son règne, Aristeas de Stratonicée et Dèmokratès de Magnésie du Méandre, ont à notre avis bénéficié de l'octroi de la ciuitas Romana par Claude.
